As far as everyone is concerned, Tempest went missing after his fight with Shatter and Luxus in front of the Selene City Capitol. He has been recovered from the compound of the new cabal of supervillans known as the Azure Flame, but he can't remember a thing. He jumps right back into action once he recovers, but things aren't quite as they seem.

After quashing a plot by the Azure Flame to take over Seaside City, Tempest returns to Selene City to hopefully take a break from all the action. But the supervillain assault continues. Only, this time, the shapeshifter Castor is caught up in the crossfire.
